No person shall, on the grounds of race, color, religion, sex, gender, gender orientation, age, disability, genetic information, status as a Vietnam-era veteran or national origin, be excluded from participation, be denied the benefits of, or be subjected to discrimination under any City program or activity. No qualified individual with a disability shall, by reason of such disability, be excluded from participation in or be denied the benefits of the services, programs, or activities of the City, or be subjected to discrimination by the City.
