PART 1. GENERAL

1.1 COMPETITIVE COST SEALED BIDS

 

Sealed Bids for the 1.5 MG Chenocetah Tank Rehabilitation will be received until the bid

closing time of June 18, 2024 at 3:30 pm local time. Bids must be submitted electronically

through QuestCDN.com. No paper submissions will be accepted. Base Bid amounts should

be published to the QuestCDN website no later than 30 minutes after the closing time. Any

Bid received after said time and date will not be considered by the Owner. No Bid may

be withdrawn after the closing time for the receipt of Bids for a period of sixty (60) days

except as specifically provided in the Instructions to Bidders and/or by State Law.

 

1.2 PREBID CONFERENCE

 

A non-mandatory Pre-bid conference will be held on May 28, 2024 at 11:00 AM local time

at 445 Habersham Terrace, Cornelia, GA 30531 at the 1.5 MG Chenocetah Tank. The

purpose is to allow bidders access to the jobsite and discuss any other questions the bidder

may have. Engineer will transmit to all prospective Bidders of Record such addenda as

Engineer considers necessary in response to questions arising at the conference. Oral

statements may not be relied upon and will not be binding or legally effective.

 

1.3 SCOPE OF WORK

 

Cleaning, painting, and repair of the Chenocetah 1.5 million gallon standpipe tank.

– The standpipe is welded steel, has a diameter of 54-feet, and a height of 89-feet.

– Exterior rehabilitation includes but not limited to pressure washing, SSPC#2 spot repairs,

spot pine, and topcoat.

– Interior rehabilitation includes but not limited to SP10 wet, SP12 dry, 2-part epoxy paint

interior.

– No containment will be required

Time allotted for completion of work is 120 calendar days. Construction mush start within

60 days of the bid due date. All Work shall be completed in accordance with the plans and

specifications. The Work will be awarded in one (1) Contract.

 

1.4 SPECIFICATIONS AND CONTRACT DOCUMENTS

Offerors may download the digital documents for a fee of $100 payable through the

website. Bids must be submitted electronically at QuestCDN.com. There will be an

1.5 CONTRACTOR QUALIFICATIONS

 

Offerors must complete the Qualifications of Offeror (Section 00470) in order to be

evaluated for award of the Contract. Refer to the specific requirements outlined in the

referenced Section.

Offerors must demonstrate the following minimum qualifications in order for the proposal to

be considered:

  1. Successful rehabilitation of a minimum of five (5) water tanks equal to or greater than

1.0 MG in the last three (3) years. Provide the address and Owner contact information

and the installation date for each.

  1. Successfully performed similar work for a minimum of three (3) years under their

current business entity name.

 

1.6 BONDS

 

Bids shall be accompanied by a bid bond or certified cashier’s check in an amount not less

than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with

an “A” minimum rating of performance and a financial strength of at least five (5) times the

contract price as listed in the most current publication of “Best’s Key Rating Guide Property

Liability”. Performance and Payment Bonds, each in an amount equal to 100% of the contract

price shall be required of the successful bidder if contract is awarded. Each Bond shall be

accompanied by a “Power of Attorney” authorizing the attorney-in-fact to bind the surety and

certified to include the date of the bond.

 

1.7 PERMITS – NONE

 

 

1.8 EASEMENTS & RIGHTS-OF-WAY

 

All easements and rights-of-way for permanent installations have been obtained or will be

obtained by the Owner prior to issuing the Notice to Proceed.

 

1.9 GEORGIA SECURITY AND IMMIGRATION COMPLIANCE ACT AFFIDAVIT

 

All qualifying Contractors and Subcontractors performing work with the City of Cornelia

must register and participate in the federal work authorization program commonly known

as E-Verify, or any subsequent replacement program, to verify the work eligibility

information of new employees. In order for a Bid to be considered, it is mandatory that

the Offeror’s Affidavit of Compliance with O.C.G.A. §13-10-91 be completed and

submitted with the Bid.

 

1.10 FUNDING SOURCES

 

Funding is to be provided by local funds.

 

1.11 RESERVATION OF RIGHTS

 

Owner reserves the right to reject any or all Bids, including without limitation, the rights to

reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject

the Bid of any Offeror if Owner believes that it would not be in the best interest of the Project

to make an award to that Offeror, whether because the Bid is not responsive or the Offeror is

unqualified or of doubtful financial ability or fails to meet any other pertinent standard or

criteria established by the Owner.
