INVITATION TO BID

 

PART 1.   GENERAL

 

1.1  COMPETITIVE COST SEALED BIDS

Sealed bids for construction of the Hazel Creek Raw Water Pump Station Improvements will be received until the closing time of June 18, 2024, at 3:00 PM local time. Bids must be submitted by the Bidder electronically through QuestCDN.com. No paper submissions will be accepted. Any bid received after the bid closing time and date will not be considered by the Owner. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days except as specifically provided in the Instructions to Bidders and/or by State law. Base Cost of all Bids will be posted by the Owner/Engineer to the QuestCDN website within approximately 30 minutes after the bid closing time.

 

  • PREBID CONFERENCE

 

A non-mandatory Pre-bid conference will be held on May 28, 2024 at  9:30 AM local time at the Hazel Creek Raw Water Pump Station located at 4045 Demorest Mt. Airy Highway, Demorest, GA 30535. The purpose is to allow bidders access to the jobsite and discuss any other questions the bidder may have. Engineer will transmit to all prospective Bidders of Record such addenda as Engineer considers necessary in response to questions arising at the conference. Oral statements may not be relied upon and will not be binding or legally effective.

 

  • SCOPE OF WORK

The work to be completed shall consist of furnishing all labor, equipment, and materials to replace pumps and electrical equipment at a raw water pump station, including but not limited to, new vertical turbine pumps, electrical building and equipment, variable frequency drives, valve vault, yard piping, SCADA system, earthwork, grassing, soil erosion and sedimentation measures, and appurtenances necessary to provide a complete installation.

Time allotted for completion of work is 150 consecutive calendar days. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in one

(1) Contract.

  • CONTRACTOR QUALIFICATIONS

 

Bidders must complete the Qualifications of Bidder (Section 00470) in order to be evaluated for award of the Contract. Refer to the specific requirements outlined in the referenced Section.

 

  • CONTRACTOR LICENSE

 

The Scope of Work as described herein is defined as “utility contracting” in accordance with

O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of a valid license by the State of Georgia as a “Utility Contractor” and must also employ a “Utility Manager” certification holder who will have oversight of all the utility work. See Instruction to Bidders for additional bidding requirements.

 

  • BONDS

Bids shall be accompanied by a bid bond or certified cashier’s check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an “A” minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of “Best’s Key Rating Guide Property Liability”. Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a “Power of Attorney” authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond.

No acquisition is required. The project site is property owned by the City of Cornelia.

All qualifying Contractors and Subcontractors performing work with the City of Cornelia must register and participate in the federal work authorization program commonly known as E-Verify, or any subsequent replacement program, to verify the work eligibility

  • FUNDING SOURCES

 

Funding is to be provided by the Drinking Water State Revolving Fund which is administered by the Georgia Environmental Finance Authority.

  • RESERVATION OF RIGHTS

 

Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
